in view of和with a view to有何分別？

(1) in view of即taking into account，或not forgetting，或considering，意為「考慮到」、「鑒於」或「由於」，例如：

In view of Tom's having promised a quick answer, we have decided to wait awhile.

鑒於阿湯答應很快會答覆，我們決定等一下。
(2) with a view to即calculating upon as a desired result，或in order to，意為「指望於」或「為了」，例如：

We have established the institute with a view to diffusing scientific knowledge.

為了傳播科學知識，我們成立這個機構。
