sanction和sanctions有何分別？

(1)sanction指「批准」或「許可」，例如：
The authorities have at last given their sanction to the proposals.

當局最後批准該等建議。
(2)又指「約束」，例如：
There are still many countries where the death penalty is the sanction against murder.

目前仍有許多國家用死刑來約束謀殺。
(3)sanctions則指「制裁」或「處罰」，例如：
The international community imposed sanctions on that country for its illegal military actions.
